Revert "keyboardManager: Update layout index before keymap"

This reverts commit f643915b32fbc116ec09572276af645300589764.

This is not needed anymore now that e8d73262 has been reverted and it
was causing problems in X11 sessions, such as when switching from the
4th layout to the 3rd using the keyboard layout menu.
